Senior Consultant with UNESCO's section for Freedom of Expression and Safety of Journalists

Marjorie Buchser is a Senior Consultant with UNESCO's section for Freedom of Expression and Safety of Journalists. In this role, she focuses on implementing the Guidelines for the Governance of Digital Platforms with key stakeholder groups, specifically addressing the impact of emerging technologies like advanced AI systems on freedom of expression and access to information.

She also serves as a Senior Advisor and Associate Fellow at Chatham House, the Royal Institute of International Affairs. Over nearly a decade at Chatham House, Marjorie spearheaded high-priority strategic initiatives from the Director's Office, including the Sustainability Accelerator and establishing the Digital Society Programme (DSP)—the institute's inaugural research program on technology policy. As DSP's Executive Director from 2018, she managed a multidisciplinary research team and oversaw projects spanning data flows, artificial intelligence, and digital platform governance.

Previously, Marjorie was a Senior Strategist at Purpose, a social impact agency, where she developed advocacy campaigns for digital inclusion and climate change. Her experience also includes serving as an Associate Director and Global Leadership Fellow at the World Economic Forum, where she led digital innovation projects and managed the Technology Pioneer Programme.

Marjorie graduated magna cum laude from the Swiss Federal Institute of Technology in Zurich (ETHZ) with an MA in Comparative and International Studies, and holds an MA in Political and Social Sciences from the University of Lausanne.
